What is UPSC?

UPSC (Union Public Service Commission) is a constitutional body that is established under the Article of Constitution of India. The first-ever commission was held on 1^st October 1926. The position of chairman was performed by Ross Barker. Because of freedom movement leaders’ opposition, it was set up as Federal Service Commission which was later renamed as Union Public Service Commission.

Role of UPSC

UPSC plays a vital role in various aspects regarding Union & each state. The very essential role played by UPSC is

• To provide appropriate candidates for various Government posts
• To advise them on various service matters like Recruitment Rules(RR), Promotions, Transfers & Disciplinary Actions

Functions of UPSC

According to article 315 functioning of UPSC is carried out. It plays key role regarding following enlisted functions.

• To conduct examination for various posts for the appointments to the services of the union
• Direct recruitments through interview selections
• Officers’ appointment on the basis of promotion/deputation/absorption
• Framework designing & amendment in the Recruitment Rules of various government posts  
• Different Civil services related to disciplinary cases
• Advising the Government regarding any matter referred by President of India
• Advisory role for the Union

• Regarding the recruitments of the various services
• Candidates’ suitability for appointment to the services through the activities like promotions, deputations, nominations & transfers
• Regarding disciplinary matters making effects on government servants, transfers
• Matters related to claims for an award of injury/family pension to Government servants & transfers
• Any other President referred the matter

Constitutional Provisions

• Article-315: For the purpose of Public Service Commissions for the Union and for the States
• Article-315: Regarding an appointment and term of office and members
• Article-317: For the Removal and suspension of a member of a Public Service Commission
• Article-318:  Acquires the power to make regulations as to conditions of service of members and staff of the Commission
• Article-319: Prohibits as to the holding of offices by members of Commission on ceasing to be such members.
• Article-320: Functions performed by Public Service Commissions.
• Article-321: Attains the power to extend functions of Public Service Commissions
• Article-322: Regarding expenses of Public Service Commissions
• Article-323: Reports
